About the role

Cambridgeshire County Council is offering exciting opportunities, across a number of roles, within the newly established Policy, Insights and Programmes Service.

Policy, Insights and Programmes has been designed to bring together the portfolios of research and insight, policy and strategy, service improvement, and programmes and projects together to create a cross-cutting corporate centre to support Cambridgeshire County Council's strategic ambitions.

The Programmes and Service Improvement Team is newly established within this service and combines change management, design, system thinking, business analysis and project and programme management skills to:

  • Develop tangible plans from service change requirements, early ideas or strategic visions
  • Provide ongoing support with change management and problem definition
  • Develop new ways of working and methodologies to support Cambridgeshire County Council to address future complex challenges
  • Provide collaborative project and programme management to support, drive and enable the organisation to deliver strategic change

The variety of service change requirements will be significant and so a breadth of skills will be required across the roles in the team including change management, business analysis, service design, behaviour change and system thinking among others.

What will you be doing?

As a Business Improvement Manager, you will be working on a range of projects to deepen the organisation’s understanding of the problems it is facing and develop tangible plans to address them.

On a day to day basis, this could include (among many other things):

  • Facilitating workshops
  • Undertaking stakeholder engagement
  • Process mapping and analysis
  • System modelling and mapping
  • Developing options appraisal
  • Ideas generation
  • Prototyping

As the team is newly established, you will also be involved in further developing the team's offer to meet the organisation's requirements and working closely with the other teams in Policy, Insight and Programmes to ensure that our work is linked together.

About you

You will be motivated to work to address some of the most complex challenges facing modern society as part of a small team of 2 Business Improvement Managers and 2 Business Change Managers. You will be proactive and comfortable working in a collaborative and transparent way to maximise the benefit of one another's skills and experience.

 

You will need to understand the end-to-end transformation process from early ideas through to delivery and benefits realisation and appreciate the diversity of skills that are needed to support this.

 

You will be comfortable working with a variety of people and have experience of drawing people together around a problem or idea and facilitating meaningful conversations to ensure the work is well targeted and will deliver the impact needed.

 

You will be deeply person-centred and hold engagement with citizens and the impact that your work has on people at the heart of everything you do.

 

You will be reflective in your practice and keen to ensure learning from your projects is captured and fed into future improvement work.
