Head of Adults Performance and Strategic Development

About the role

A rare opportunity to fulfil a pivotal role in a newly formed adult social care department within an innovative County Council.  The role will support the department in it's journey to embed care reforms, with particular focus on evidencing outcomes, delivering the data road map for social care and championing co-production and customer voice. 

Supporting the Executive Director to deliver continual performance improvement and manage change, including tracking impact and changes in demand in order to plan ahead to respond to demand, either driven by demography or by local or national reform.

Taking lead responsibility for working with Partnership Boards, Healthwatch, and other partners to identify what is going well, what needs to change and agreeing joint solutions to achieve this Ensure that we can evidence the impact of the views of our service users and their carers being taken into account.

What will you be doing?

The post holder is responsible for the development and implementation of adult social care policy and strategy, performance and business improvement. You will have lead responsibility for self-assessment and improvement planning processes across the Adult Social Care Directorate and preparation for and leadership of external assurance processes.  

This post has a lead role on behalf of the Adults and Safeguarding Directorate in building links to the voluntary and community sector and co production and consultation through our Partnership Boards.  The post holder also has a lead in relation to public facing information and ensuring in collaboration with the corporate Communications team that this is fit for purpose. 

You will need to be able to switch easily between the operational and the strategic and be able to deal as well with members and senior managers as operational staff, service users and their families.   

The post also provides digital leadership for the Adult Social Care function, chairing the Adults Systems and Digital Development Board and being the strategic lead for the social care digitalisation programme, including the Shared Care Record, and the Digitalising Social Care programme.   

About you

Educated to at least degree level, you will have significant knowledge of adult social care and / or health delivery, legislation and data requirements.   You will also have practical experience of delivering evidence-based transformation within the public sector. 

Able to work collaboratively and sensitively with staff partners and user / carer voice groups you will lead by example with a style that empowers others and is open to challenge as well as having a commitment to continual self improvement.
