Head of Service: Waste Management

About the role

To support the current Head of Service: Waste Management postholder, an identical role has been created for a 21-month period to share the leadership of the waste management service across Cambridgeshire, while work is undertaken on wider projects. The successful candidate would ensure strategies, policies and contracts are developed and delivered in line with relevant legislation so that residents continue to receive high quality services that enable them to maximise recycling.

Further information will be provided on how the shared role will work over the fixed term period on appointment.

What will you be doing?

The role is accountable to the Service Director Planning, Growth and Environment and responsible for providing leadership, technical advice and expertise to develop and deliver forward programmes for the review and development of all waste strategies in Cambridgeshire, including the implementation of changes required to promote resource efficiency.

The postholder will work collaboratively with RECAP Waste Partnership constituent councils, RECAP Board Members, elected Members, and regional and national partners to ensure all partners work together to develop and implement optimal changes to waste services that consider all partners’ needs and costs to ensure Cambridgeshire is a leading local authority in waste management.

About you

The postholder will bring experience of leadership in a complex, multi-disciplinary and political environment to inspire the team to ensure the delivery of better waste outcomes for the residents of Cambridgeshire. Extensive knowledge of current and emerging UK waste and resources management legislation (in the context of EU legislation) and its application in a local government context will be required.

You will be able to develop positive working environments with elected Members, chief officers and other senior managers, staff, consultants, and contractors in order to deliver high quality services efficiently.

You will be a confident leader with the ability to lead, motivate and develop staff in a way that builds individual and team capacity to deliver quality services and continuous improvement. You will be comfortable in making executive decisions in a fast paced, multi-faceted, commercial, and statutory environment.

You will have excellent communication skills, including the confidence to negotiate, influence and challenge, and the ability to write reports and develop communications in appropriate formats to suit the audience base.
