About the role
The Lead Broker plays a critical role within the Adult Social Care Contract Management & Brokerage service, supporting the delivery of timely, safe, and value‑for‑money care and support for people across Cambridgeshire. The Brokerage Service works closely with operational teams, providers, and partners to coordinate care arrangements, manage system pressures, and ensure people receive the right support at the right time.
As a Lead Broker, you will provide senior operational leadership within the brokerage function, supporting brokers to work consistently, compliantly, and effectively. You will help ensure high‑quality information flows into the team, risks are identified and managed, and processes are continuously reviewed and improved to meet changing demand.
The role has a direct impact on service flow, provider engagement, financial assurance, and outcomes for people using services. By strengthening practice, supporting teams, and working collaboratively across the system, the Lead Broker helps the organisation deliver person‑centred services while maintaining robust governance, transparency, and value for money.

What will you be doing?
You will work closely with colleagues, providers, and partner agencies to coordinate information, ensure compliance with council processes, and support effective delivery of brokerage activity across the service.
You will support effective financial oversight and transparency, working with providers and partners to ensure appropriate financial processes, controls, and accurate recording are in place. You will enable and support co‑production, collaboration, and engagement, ensuring teams are appropriately supported to involve partners and stakeholders in service activity and improvement.
Another aspect of your role will be providing specialist commissioning and brokerage support to priority areas across adult social care, contributing expertise to specific projects, requests, and service activities. You will oversee the gathering and analysis of information to support commissioning activity, business development, and service improvement, identifying opportunities to improve ways of working and outcomes.
You will also be required to lead and support business process improvements, ensuring brokerage and commissioning activity remains high‑quality, cost‑effective, resilient, and consistently delivered.
You will provide support for audits, inspections, reviews, and system development, including maintaining appropriate audit trails and accurate records across internal and external meetings and engagement activity. You will also need to provide updates and assurance to senior managers and teams on emerging issues, risks, and progress, and support deputising for the manager when required.
Please note this role is a fixed term contract for a 12 month duration.
About you
You will have experience in adult social care brokerage, commissioning, or a related operational environment you will understand how timely, high‑quality brokerage supports positive outcomes, system flow, and value for money.
You will be able to work confidently with colleagues, providers, and partner organisations to coordinate activity and resolve issues and you will be comfortable working within agreed processes, ensuring compliance, financial oversight, and accurate record‑keeping.
You will have the ability to analyse information, identify risks, and use insight to support service delivery and improvement. You will be someone who wants to contribute to business process improvements that strengthen quality, consistency, and service resilience and will be a confident communicator, clearly and professionally, providing updates and escalating concerns appropriately.
You will have an organised approach, be able to manage competing priorities and support others when required and you will be committed to delivering person‑centred, inclusive, and responsive services aligned with council values.
