Lead Electric Vehicle Infrastructure Officer

Please Note: The application deadline for this job has now passed.

About the role

Cambridgeshire County Council has ambitious plans for the future development of its transport network in order to tackle the climate emergency, clean up our air, support active and healthy lifestyles and facilitate improved economic opportunities and growth. The journey to Net Zero is a key objective of the Council and its partners and is embedded in corporate policy. An essential part of this is developing solutions to, and supporting the transition away from carbon-based fuels, to reduce carbon emissions from transport.

The roll out infrastructure to enable the switch to electric vehicles is a key solution. In Cambridgeshire, by 2030 we will need anywhere between 5,000-8,000 on-street chargers installed if we are to adequately provide infrastructure aligned to the forthcoming ban on the sale on new petrol/diesel vehicles. Grant funded from government’s Local EV Infrastructure (LEVI) capability fund, this new wide-ranging role will lead the organisation’s plans to ensure we develop a geographically distributed chargepoint network across our area.  Initially for three years, the successful candidate will act as a single point of contact for all matters relating to the subject. You will also have the key responsibility for developing a capital business case by March 2024 to draw down c. £5million of government funding to deliver the charging infrastructure.

The attached Job Description and Person Specification provide more information.

Applications will be shortlisted against how you meet the person specification, please consider this when drafting your supporting statement.

Interviews are planned to take place on Wednesday 13 September at New Shire Hall Emery Crescent Enterprise Campus, Weald, Huntingdon PE28 4YE. It would be useful if you could make a note in the supporting statement if you are not available for an interview on the 13 September.

What will you be doing?

The role will give you the opportunity to use your discretion and experience to scope, design and deliver the requirements of the LEVI fund and unlock further funding.  You will need to be pro-active and take ownership of the role to develop a business case and programme for the delivery of infrastructure to support the role out of electric vehicle infrastructure. The range of work is broad, and you will need to develop our strategic position, liaise with communities and district partners, understand the technological solutions, develop a commercial business case and procurement approach and then actually implement EV charging infrastructure across the County.

About you

You will have a good working knowledge of the current transport planning landscape and the legislation that sits behind it, as well as a keen interest in the issues around the decarbonsiation of transport and in electric vehicles and their infrastructure in particular.  You will have excellent communication skills that can be tailored to different audiences, with a flair for building relationships across different teams and organisations. Your analytical and project management skills will be key to successfully developing the business case needed to draw down a significant amount of government funding that will provide a step change in the provision of EV infrastructure in our county.
