Procurement Officer

About the role

If you are interested in procurement in the public sector, please read on. This role is based in the high performing Procurement and Commercial Team at Cambridgeshire County Council.

You'll be working alongside other Procurement Officers as well as the wider Procurement and Commercial function who are a close-knit, friendly team that will support and encourage your development.

This position is also being offered as an apprenticeship to candidates who not already have CIPS Level 4 or equivalent experience within a procurement function. You will be mentored by an experienced procurement professional who will support you to develop. You will be given study leave, work-based support and the opportunity to apply your learning. Above all else, we will invest in you so that you can grow your career in procurement.

If the position is offered as part of the apprenticeship route, then the starting salary will be 70% of the bottom point of grade SO1 (£22,453 per annum) after one year completion you will move to 85% of the bottom point of grade SO1 (£27,264 per annum). Upon completion of the second year of the apprenticeship you will move to 95% (£30,472 per annum) and once you have finished the apprenticeship course you will be on 100% of grade S01, (£32,076 per annum).

What will you be doing?

Reporting to the Senior Procurement Manager for Place (covering Property, Highways, Transport and Waste amongst other areas) you will be involved in the whole procurement cycle from procurement planning through to contract award on contracts valued over £100,000. Preparing procurement documentation with clients and providing support through the evaluation process.

Calling off from central government and other external frameworks as well as publishing open tenders using the Councils e-tendering platform (ProContract) working with stakeholders across the organisation to embed sound and effective procurement practice.

You will also be working with colleagues to provide general support to the whole Authority, responding to internal and external queries received via the Procurement & Commercial email box, analysing data and running reports. 

About you

You will need to be confident bringing strong communication skills and an attention to detail, operating with integrity and often working on your own initiative you will have strong organisation and IT skills. 

You will have experience of managing the procurement process, ideally within the public sector and should be familiar with calling off from Local Government frameworks.

Able to develop and analyse a range of data sets to inform the work of the team and enable effective performance management and reporting.
