Cambridgeshire County Council is committed to creating a greener, fairer and more caring Cambridgeshire. We are seeking an enthusiastic programme manager to drive forward the initiation and delivery of our cross-cutting change programmes, to help us achieve this.

We are a family-friendly employer and will be happy to negotiate on working arrangements to achieve a good work / life balance. The role is currently available on a fixed term basis for 18 months.

The role sits within Cambridgeshire County Council’s Change Team, who work collaboratively across the council and the wider system to plan, implement and deliver the identified outcomes and benefits of the change and improvement portfolio. Using the council’s programme and project management methodologies, standards and practice, you will ensure interdependencies are identified and managed, initiate monitoring and control processes, maintain an overview of progress, issues and risks and undertake effective reporting. You will have proven experience of programme management in a large organisation, excellent stakeholder management and the ability to work across complex systems to deliver strategic change.

What will you be doing?

  • Lead the development and delivery of high-quality programmes and projects, to ensure that objectives are delivered, timescales and budget targets are met, and benefits are realised.
  • Identify and manage the programme inter-dependencies, risks and issues, ensuring an appropriate level of governance and quality assurance is maintained and concerns escalated
  • Devise, implement and manage systems for the delivery of projects within the programme which engage directly and appropriately with colleagues, partners and customers and where integration and co-ordination with other services and organisations is required to achieve the desired outcomes.

You will have a good level of knowledge and understanding of:

  • programme management
  • stakeholder engagement
  • leading, managing, coaching and developing diverse programme and project teams

You will be:

  • Able to lead the development and delivery of high-quality programmes and projects, to ensure that objectives are delivered, timescales and budget targets are met, and benefits are realised.
  • Able to manage stakeholder relationships within complex programmes and projects with an ability to influence and negotiate across a diverse and challenging community of stakeholders
  • Ability to translate concepts and ideas into meaningful plans and action
  • Motivated to make a visible difference to our communities and drive forward change
