Cambridgeshire County Council declared a Climate and Environment Emergency in 2019 and in 2021 the council’s Joint Administration, put the environment, sustainability and the climate emergency at the centre of its plans.
The Council has pledged to be Net Zero across the County by 2045 and to achieve a Net Zero Council by 2030. As we strive to become more carbon literate as an organisation we are seeking an enthusiastic person to support us on our decarbonisation journey.
The role will sit within Cambridgeshire County Council’s Policy & Insight Team. A team of over 40 individuals who provide data, analysis insight and policy expertise to support the operational management and strategic planning of services.
You will also be part of a wider dedicated and focussed Climate Change and Environment programme team across the Council, undertaking activities and projects that contribute towards the Council's pathway to Net Zero.
We are a family-friendly employer and will be happy to negotiate on working arrangements to achieve a good work / life balance. The roles is currently available on a fixed term basis for 3 years until 2026 with the option of flexibility from full-time to a minimum 26 hours per week, with a provision for home working.

What will you be doing?
This job will deliver the actions identified in the Council's Climate Change and Environment Strategy and Action Plan and help the Council achieve its ambitious carbon reduction and environmental targets. This will include a range of projects to improve the Council’s environmental performance, tackling the challenges of climate change mitigation, adaptation and conservation of natural capital.
The Senior Insight Analyst (Research) will lead a small team of Analysts to support the Climate Change and Environment programme with the provision of data, insight and analysis. You will work collaboratively with colleagues across the Council and with partners (for example the combined authority, Cambridgeshire districts) to ensure delivery of a range of data and research projects. The current programme of work focuses on collation and improvement in relation to reducing greenhouse gas emissions, monitoring and report on performance against targets and communicating climate change and environmental issues to internal and external stakeholders.
For example, the role will:
- Drive the use of research based evidence to support decision making
- Explore ways of extracting information from services
- Unlock and analyse data to support measurement of carbon emissions (e.g. miles travelled in home to school transport)
- Think innovatively and creatively to identify alternative ways of delivering outcomes to support the Climate Change and Environment programme objectives
- Lead projects to provide robust, timely and accurate analysis
- Regularly review the research programme and respond effectively as the needs of the Council and its partners develop
- Visualise data to help non-data users to understand key insights
- Provide insight reports and benchmarking information.
About you

Are you ambitious, innovative, good with data and passionate and enthusiasm for the environment and tackling the climate crisis? If so, we may have the role you’ve been searching for!
We are after an individual with strong technical skills, who have a sound understanding of a range of data sources and are able to practically apply those skills to embed new data solutions.
You will have relevant previous experience in a similar field and a relevant bachelor’s degree (or equivalent) as a minimum. High level of competence with specialist data analytical software are also desirable. The successful applicant will be well supported to further develop their subject knowledge and technical skillset.
Good communication skills, both oral and written, are essential for this role, as the postholder will be required to present complex and sometimes technical information in appropriate forms for a wide range of internal and external audiences.
