Cambridgeshire County Council’s Policy & Insight Team provides data analysis, insight and policy expertise to support the operational management and strategic planning of services.

The Policy & Insight Team are looking to recruit a Technical Analyst and undertake the ETL (extraction, transformation and load) process for the data that is used for the wider team.  All roles are offered on an up-to full-time basis, and part time applicants would be considered. We are a hybrid working team, working flexibly from home, our main office in Papworth and Council offices located around the county.  Our technology platform supports remote working and flexible working patterns. 

The successful applicants can expect to develop their knowledge and expertise further and will be given any necessary support and mentoring in the role.  This could include the opportunity to complete a level 4 Data Analyst Apprenticeship with our current provider Estio

The Policy & Insights Team work across a variety of subject areas, supporting Cambridgeshire County Council and partners in the wider public sector to make well evidenced decisions. Please be aware that due to the nature of the data we handle, this role will require a basic DBS check.

Shortlisted candidates will be expected to complete a coding or presentation exercise, the details of which will be shared a week in advance of the interview date.  

What will you be doing?

Working as part of a team led by a Senior Analyst, this role supports a variety of the Council’s services and functions through the extraction, transformation and provision of data.

Key duties include:

  • Writing ETL (extract, transform, load) scripts and code in order to provide and support large, complex datasets to allow users to analyse data across multiple systems
  • Implement data flows to connect operational systems, data for analytics and business intelligence systems
  • Reporting for system migration projects
  • Building accessible data for analysis
  • Assisting in the data requirements of a project
  • Working with key stakeholders in the Council to determine their requirements, design and build effective data solutions and reports to meet their needs

 

About you

This role would suit someone with knowledge and experience of data transformation and analysis as well as working with customers to design and deliver data needs. This knowledge could have been gained through employment or study. You should be prepared to provide examples of scenarios when you have worked with a dataset(s) and with coding software (for example SQL, Python, etc). 

The P&I team come from a variety of study and work-based backgrounds such as geography, politics, philosophy, maths, social care and IT but we all tend to be numerate, problem-solving individuals. Training and development opportunities will be provided and we encourage applications from anyone that meets the essential criteria and is passionate about working with data and coding. 

Our Technical Analysts are expected to be proficient in extracting, transforming and packaging data tools. They will have excellent IT, time management and communication skills. Being well organised with good attention to detail and the ability to consistently produce high quality work is also key. You should also be able to demonstrate awareness and understanding of equality, diversity and inclusion (EDI).
