About the role
This exciting new role at Cambridgeshire County Council will be responsible for all our Highways Green Infrastructure and for leading change in the way the County Council manages and maintains our highway grass verges, hedges, shrubs and trees. Our Highways Green Infrastructure is important to achieving nature recovery as part of our Climate Crisis response and you will be a big part in achieving our aims for nature. You will manage a technical team whose focus is the day-to-day maintenance and public engagement of all things natural within the Highway and Public Rights of Way (PROW) Network.

What will you be doing?
You will lead and manage our PROW operational service of 3 PROW Officers, directly managing our PROW officers and works budgets. You will be supporting and guiding them, working with landowners, communities and other stakeholders to keep the PROW network open and safe.
You will be responsible for developing and implementing good environmental and low carbon approaches in the ways we maintain our 4389km of verges, of which 67 sites make up 80km of Protected Road Verges. Working closely with internal and external Ecology, Environmental and Biodiversity partners to maximise the benefits for nature and wellbeing. You will be making sure verges are protected and added to, in order to increase the natural capital our verges provide.
You will develop and embed good asset management practice to ensure consistently high standards of maintenance are delivered and customer needs are met in terms of safety, public realm and long-term asset sustainability. This will include managing budgets and finances ensuring value for money through effective and efficient ways of working, and helping to develop appropriate policies and procedures, including the Cambridgeshire Rights of Way Improvement Plan (ROWIP). You will work in partnership with our maintenance provider and contractors to ensure good quality and timely works minimising disruption to the public and nature. Two other technical officers will plan and organise maintenance under your direction.
With excellent communication and influencing skills, you will develop close relationships with a wide range of stakeholder groups including Local Members, Parish and District Councils, residents, the Local Access Forum, statutory user groups, campaign groups and businesses, working together to enhance habitats and access for the public.
An essential part of the role will involve working closely with the Highway Records & Definitive Map Team to mitigate the impact of development on the PROW network, supporting responses to planning applications and the Nationally Significant Infrastructure Projects (NSIPs) to ensure that the network is protected and enhanced in accordance with the ROWIP and other policies for the benefit of local communities.
