About the role
Are you an experienced Business Analyst who enjoys making sense of complex challenges and turning ideas into practical improvements?
We’re looking for a Senior Business Analyst to join our Customer and Digital Services team. You’ll lead business analysis across a varied portfolio of digital, technology and service improvement projects, helping services understand where they are now, where they need to be and how to get there.
This is an influential role with the opportunity to shape major projects and programmes. You’ll work with senior stakeholders, programme teams, service leads and delivery partners to ensure that change is based on clear evidence, well-defined requirements and a strong understanding of user needs.
Alongside leading complex analysis, you’ll help strengthen business analysis practice across the team. You’ll support and develop colleagues, promote consistent standards and provide constructive challenge when projects need greater clarity or focus.
The role is hybrid, with some office attendance required during the month. Appointment will be subject to a Basic Disclosure and Barring Service check and Baseline Personnel Security Standard pre-employment screening, as the role will involve access to government assets.
For more information or to chat about this opportunity please contact Chris Stromberg
What will you be doing?
You’ll lead business analysis for complex projects and programmes, taking responsibility for understanding problems, identifying opportunities and translating findings into clear recommendations.
A typical week could involve facilitating a workshop with service colleagues, mapping current and future processes, refining business requirements, reviewing a project’s benefits and costs, or presenting your findings to senior stakeholders. You may also be supporting procurement activity, assessing how well a proposed solution meets service requirements or providing constructive challenge at a project or programme board.
You’ll develop programme-level analysis plans and help teams understand dependencies, risks and the impact of proposed changes. Your work will include advanced business modelling, process improvement, requirements management, benefits realisation and business process testing.
Working closely with programme managers and service leads, you’ll help ensure that projects remain focused on user needs and deliver measurable improvements. You’ll communicate complex information clearly, adapting your approach for different audiences and helping people make informed decisions.
You’ll line manage Business Analysts and Business Partners, including contract staff, as well as matrix-managing resources working across projects. You’ll help colleagues manage priorities, maintain realistic workloads and continue developing their skills. You’ll also act as an escalation point for analysis, process mapping and service design, and deputise for the Programme and Delivery Manager when required.
About you
You’ll be an accomplished Business Analyst with substantial experience of working in complex project and programme environments. You can take ownership of investigative work, bring structure to ambiguity and analyse detailed information to develop practical, evidence-based solutions.
You’ll have strong experience of business process mapping, requirements definition, business modelling and service improvement. You’ll also understand benefits management, including cost-benefit analysis, benefit mapping and tracking both financial and non-financial outcomes.
You’ll be confident working with senior leaders, service teams, external consultants and strategic partners. You can explain complex subjects in an accessible way, influence decisions and provide constructive challenge while maintaining positive relationships.
Leadership is an important part of the role. You’ll be able to support and motivate colleagues, promote good practice and create an environment where people can share ideas and develop their capabilities. You’ll be organised, resilient and comfortable balancing competing priorities in a fast-moving environment.
You’ll need:
- a relevant degree or equivalent professional experience
- a business analysis qualification covering areas such as Lean, Six Sigma or process mapping
- a relevant professional qualification or membership covering project and programme management and continuous improvement
- extensive experience of business analysis within a public sector organisation
- significant experience of working in project and programme environments
- strong analytical, stakeholder management, communication and leadership skills
An understanding of local government governance and decision-making arrangements would be an advantage.
We’re interested in people who combine technical business analysis expertise with curiosity, sound judgement and a genuine commitment to improving services. If you can see the wider strategic picture while remaining focused on users, evidence and practical delivery, we’d like to hear from you.
